Green	The CEHR Project is rated Satisfactory (GREEN) as overall the project is progressing in alignment with the project’s schedule and costs to the approved SPR 3 timeline and budget baseline.

Governance Yellow	This focus area is rated Cautionary (Yellow). • Executive Status Meetings (ESC) continue on a monthly basis but remain inconsistent with the Governance Plan v4.0 Roles and Responsibilities.
Time Management Green	This focus area is rated as Satisfactory (Green). • Project end date is “on schedule” per the CDT approved SPR3 baseline. • Project Status and Schedule reporting is submitted timely. • Schedule management practices are being executed in accordance with the documented approach (i.e. Schedule Management Plan) including updates, progress tracking and reasonable duration/effort estimates.
Cost & Contract Management Green	This focus area is rated Satisfactory (Green). • Project expenditures to date align with the Financial Analysis Worksheets (FAW) of the approved SPR 3 baseline. • Unanticipated Task funding is expended, and additional Change Requests (CRs) are not critical to project completion.
Scope Management Green	This focus area is rated Satisfactory (Green) but trending Cautionary (Yellow). • Requirements management tool is getting caught up to being current with the hire of a Requirements Manager. • Updates to actively align PAL Stage 2 mid-level requirements and Stage 3 solution requirements within the project requirements repository continue. Teams are making progress to specifically reference requirements in project documentation artifacts, use cases, etc.
Resources Green	This focus area is rated Satisfactory (Green) but trending Cautionary (Yellow). • Resources understand and consistently attempt to fulfill assigned roles. • CalVet Health Informatics Program (CHIP) key resource appears to be a bottleneck for CEHR team and SME leads to complete essential tasks timely.
Quality Green	This focus area is rated Satisfactory (Green) but trending Cautionary (Yellow). • Extent of post-production defects is low. Defects are evaluated, prioritized and corrected. • Unanticipated EOE incidents occurred and are being stabilized. • M&O Plan draft V5.0 is in approval routing.
Risk And Issues Yellow	This focus area remains Cautionary (Yellow) and trending Satisfactory (Green). • Key UAT documentation activities remain outstanding. • Contingency planning is discussed but remains not well documented.
Transition Readiness Green	This focus area is rated Satisfactory (Green). • Training, business process impacts, and communications are planned, scheduled, and executed appropriately to the transition and Go-Live dates. • OCM Plan update remains pending final approval.
